Building data management capabilities to address data protection regulations: Learnings from EU-GDPR

The European Union’s General Data Protection Regulation (EU-GDPR) has initiated a paradigm shift in data protection toward greater choice and sovereignty for individuals and more accountability for organizations. Its strict rules have inspired data protection regulations in other parts of the world. However, many organizations are facing difficulty complying with the EU-GDPR: these new types of data protection regulations cannot be addressed by an adaptation of contractual frameworks, but require a fundamental reconceptualization of how companies store and process personal data on an enterprise-wide level. In this paper, we introduce the resource-based view as a theoretical lens to explain the lengthy trajectories towards compliance and argue that these regulations require companies to build dedicated, enterprise-wide data management capabilities. Following a design science research approach, we propose a theoretically and empirically grounded capability model for the EU-GDPR that integrates the interpretation of legal texts, findings from EU-GDPR-related publications, and practical insights from focus groups with experts from 22 companies and four EU-GDPR projects. Our study advances interdisciplinary research at the intersection between IS and law: First, the proposed capability model adds to the regulatory compliance management literature by connecting abstract compliance requirements to three groups of capabilities and the resources required for their implementation, and second, it provides an enterprise-wide perspective that integrates and extends the fragmented body of research on EU-GDPR. Practitioners may use the capability model to assess their current status and set up systematic approaches toward compliance with an increasing number of data protection regulations

Personal data is increasingly positioned as a valuable asset. While individuals generate and expose ever-expanding volumes of personal information online, certain tech companies have built their business models on the personal data they gather. In this context, lawmakers are revising data protection regulations in order to provide individuals with enhanced rights and set new rules regarding the way corporations collect, manage, and share personal information. We argue that recent data protection regulatory frameworks such as the European Union’s General Data Protection Regulation (GDPR) or the California Consumer Privacy Act (CCPA) are fundamentally about data management. Yet, there have been no attempts to analyze the regulations in terms of their implications on the data life cycle. In this paper, we systematically analyze the GDPR and the CCPA, and identify their implications on the data life cycle. To synthesize our findings, we propose a semi-formal notation of the resulting changes on the personal data life cycle, in the form of a process and data model governed by business rules, consolidated in a reference personal data life cycle model for data protection. To the best of our knowledge, this study represents one of the first attempts to provide a data-centric view on data protection regulatory requirements

Evaluation of the Effect of a Single Intra-articular Injection of Allogeneic Neonatal Mesenchymal Stromal Cells Compared to Oral Non-Steroidal Anti-inflammatory Treatment on the Postoperative Musculoskeletal Status and Gait of Dogs over a 6-Month Period after Tibial Plateau Leveling Osteotomy: A Pilot Study

    No full text
ObjectiveCompare the clinical and pressure walkway gait evolution of dogs after a tibial plateau leveling osteotomy (TPLO) for a cranial cruciate ligament rupture (CrCLR) and treatment with either a 1-month course of non-steroidal anti-inflammatory drugs (NSAIDs) or a single postoperative intra-articular (IA) injection of allogeneic neonatal mesenchymal stromal cells (MSCs).Study designProspective, double-blinded, randomized, controlled, monocentric clinical study.AnimalsSixteen client-owned dogs.Materials and methodsDogs with unilateral CrCLR confirmed by arthroscopy were included. Allogeneic neonatal canine MSCs were obtained from fetal adnexa retrieved after C-section performed on healthy pregnant bitches. The dogs were randomly allocated to either the “MSCs group,” receiving an IA injection of MSCs after TPLO, followed by placebo for 1 month, or the “NSAIDs group,” receiving IA equivalent volume of MSCs vehicle after TPLO, followed by oral NSAID for 1 month. One of the three blinded evaluators assessed the dogs in each group before and after surgery (1, 3, and 6 months). Clinical score and gait and bone healing process were assessed. The data were statistically compared between the two groups for pre- and postoperative evaluations.ResultsFourteen dogs (nine in the MSCs group, five in the NSAIDs group) completed the present study. No significant difference was observed between the groups preoperatively. No local or systemic adverse effect was observed after MSCs injection at any time point considered. At 1 month after surgery, bone healing scores were significantly higher in the MSCs group. At 1, 3, and 6 months after surgery, no significant difference was observed between the two groups for clinical scores and gait evaluation.ConclusionA single IA injection of allogeneic neonatal MSCs could be a safe and valuable postoperative alternative to NSAIDs for dogs requiring TPLO surgery, particularly for dogs intolerant to this class of drugs

Transcriptome of the synganglion in the tick Ixodes ricinus and evolution of the cys-loop ligand-gated ion channel family in ticks

    No full text
International audienceBackground: Ticks represent a major health issue for humans and domesticated animals. Exploring the expression landscape of the tick’s central nervous system (CNS), known as the synganglion, would be an important step in understanding tick physiology and in managing tick-borne diseases, but studies on that topic are still relatively scarce. Neuron-specific genes like the cys-loop ligand-gated ion channels (cys-loop LGICs, or cysLGICs) are important pharmacological targets of acaricides. To date their sequence have not been well catalogued for ticks, and their phylogeny has not been fully studied. Results: We carried out the sequencing of transcriptomes of the I. ricinus synganglion, for adult ticks in different conditions (unfed males, unfed females, and partially-fed females). The de novo assembly of these transcriptomes allowed us to obtain a large collection of cys-loop LGICs sequences. A reference meta-transcriptome based on synganglion and whole body transcriptomes was then produced, showing high completeness and allowing differential expression analyses between synganglion and whole body. Many of the genes upregulated in the synganglion were associated with neurotransmission and/or localized in neurons or the synaptic membrane. As the first step of a functional study of cysLGICs, we cloned the predicted sequence of the resistance to dieldrin (RDL) subunit homolog, and functionally reconstituted the first GABA-gated receptor of Ixodes ricinus . A phylogenetic study was performed for the nicotinic acetylcholine receptors (nAChRs) and other cys-loop LGICs respectively, revealing tick-specific expansions of some types of receptors (especially for Histamine-like subunits and GluCls). Conclusions: We established a large catalogue of genes preferentially expressed in the tick CNS, including the cysLGICs. We discovered tick-specific gene family expansion of some types of cysLGIC receptors, and a case of intragenic duplication, suggesting a complex pattern of gene expression among different copies or different alternative transcripts of tick neuro-receptors

Chromosome-level genome assembly reveals homologous chromosomes and recombination in asexual rotifer Adineta vaga

    No full text
International audienceBdelloid rotifers are notorious as a speciose ancient clade comprising only asexual lineages. Thanks to their ability to repair highly fragmented DNA, most bdelloid species also withstand complete desiccation and ionizing radiation. Producing a well-assembled reference genome is a critical step to developing an understanding of the effects of long-term asexuality and DNA breakage on genome evolution. To this end, we present the first high-quality chromosome-level genome assemblies for the bdelloid Adineta vaga, composed of six pairs of homologous (diploid) chromosomes with a footprint of paleotetraploidy. The observed large-scale losses of heterozygosity are signatures of recombination between homologous chromosomes, either during mitotic DNA double-strand break repair or when resolving programmed DNA breaks during a modified meiosis. Dynamic subtelomeric regions harbor more structural diversity (e.g., chromosome rearrangements, transposable elements, and haplotypic divergence). Our results trigger the reappraisal of potential meiotic processes in bdelloid rotifers and help unravel the factors underlying their long-term asexual evolutionary success
